For years the group’s work ended when the plant entered service. Today a renewable plant’s revenue depends on where each quarter-hour is sold — and the cost of imbalances and system services is no longer marginal.
The system services market in Portugal went from €550 M in 2023 to €830 M in 2024 and €1,350 M in 2025. Regulation charges rose from €7.99 to €13.01/MWh, more than 60% in two years. An imbalance has no price of its own: it settles at the cost of the balancing energy the system had to activate. The two curves rise together.
For a plant owner, access to system services has stopped being a threat and become an opportunity — and, increasingly, a necessity.
